Abstract:
This McNaughton Paper and the abbreviated version of it which was published in International Peacekeeping examined a little-known but critical military observation mission which operated throughout the Balkans in the early 1990s. The ECMM sat on a fine line between traditional peace observation and active intelligence collection. Was there, in fact, a difference between “information” and “intelligence”? The Op BOLSTER study was subsequently used by OSCE Kosovo Verification Mission personnel as a “lessons learned” paper when the KVM was structured and deployed in 1998-99.
